Alcohol and drug policy

The procedures developed to implement the alcohol and drug policy need to be clear so as to avoid ai misunderstandiugs. If someone is stood down, it needs to be done in a w which is clearly ontlined in advance and fair to the individnal. The procednres shonld deal with what is to ocenr if the pohey is breached by an employee, and describe the sanctions which appfy, which shonld increase in severity for repeated breaches. 

Issues to consider when developing and administering an alcohol and drug policy are discussed below. (A fidl alcohol and drug policy will contain much more detail, particularly to do with the testing and disciplinary processes and what constitutes a restricted substance.)... 

Holder, Harold D. Alcohol and the Community A Systems Approach to Prevention. New York Cambridge University Press, 1998. Most approaches to alcohol and drug abuse focus on the abuser and his or her treatment. This book takes a quite different approach It urges researchers and policy makers to look at the interaction between alcohol abusers and the community and treating the abuse as a matter of public health. By changing the way the community responds to alcohol or drug abuse, the framework within which treatment and prevention efforts are carried out can be made more effective. 

Cost consciousness has led to a far more restricted use of inpatient alcohol and drug treatments, at least those that are paid for by health insurers. When inpatient stays are covered, they are often much shorter than 28 days. Instead, outpatient treatment is the insurer s preference. This policy is ba,scd on research that suggests that, on average, inpatient treatment is no more effective than the much cheaper outpatient treatment (Miller Hester, 1986).

From the time that humans discovered they could achieve euphoria from ingesting mind-altering substances, they have engaged in this behavior. Throughout history, alcohol and other drug use can be found in nearly every society in all parts of the world. Since people cannot be stopped from engaging in this behavior, policies must be adopted to reduce the harm caused by alcohol and other drug use.
