A vision

Answers to the first question can be illustrated by giving some examples (see Table 1). Eastman Chemical reengineered its innovation process and doubled the value of its R D portfoho (71—74). A team at Eastman was asked to provide (/) an assessment of the then-current innovation process, (2) a vision of the ideal process, (J) a flow chart of the modified process, (4) measures of the process, and (5) key roles and responsibihties. The team identified four main subprocesses needs identification, concept development, implementation, and market development. 

Baskes (1999) has discussed the status role of this kind of modelling and simulation, citing many very recent studies. He concludes that modelling and simulation of materials at the atomistic, microstructural and continuum levels continue to show progress, but prediction of mechanical properties of engineering materials is still a vision of the future . Simulation cannot (yet) do everything, in spite of the optimistic claims of some of its proponents.

Before any plan can be developed you must first have a vision of what the fully integrated system might look like. It may also be helpful to contrast the existing arrangements for PSM and ESH with this vision of the future. In this way, the advantages of integration can be more completely understood.

Some critics recommend that the weapons laboratories (Los Alamos, Sandia, Lawrence Livermore) come under the control of the Department of Defense, and that ownership of the other laboratories be sold to the highest bidder, or turned over to the administrator now running the laboratory. The new owner can then contract with public and private entities in the free market, or shut down the laboratories. They contend that this is the best way for the laboratories to create a vision with value and effectively carry out a mission. 

The planning processes described herein were traditional in nature, with little variation from year to year. Growth was steady, equipment technology advancements were available for the conditions expected, and while utility facilities were capital-intensive, a regulated guaranteed return on investment resulted in adequate financing capital. The exemplar unit must also make it easier to communicate a new vision on chemistry education to all actors and stakeholders. A vision described in abstract terms (as is necessary in this stage of development) is difficult to comprehend and discnss. An exemplar evalnated in real classrooms can then be used as a concrete illnstration of a new vision. Once agreement has been reached upon this point, cur-ricnlnm development can take place at a larger scale. 

The Physiome Project sets a vision that will be much harder to accomplish than that of the Human Genome Project - formally begun in October... 

The Physiome Project should be viewed as both a vision and a route. It has been portrayed as consisting of two parts (Bassingthwaighte et al. 1998) (i) the databasing of biological information (the Mechanic s touch ), and (ii) the development of descriptive and, ultimately, analytical models of biological function (the Orbiter s view ).
