A major amendment was made to the Japanese Chemical Substances Control Law in April 2004 on the recommendations made by the Organization for Economic Co-operation and Development (OECD) in the Environmental Conservation Review - Further Expansion of the Regulation Scope for Conservation of Ecosystem in line with the Agenda 21 - Human Action Program for Sustainable Development of the United Nations Conference on Environment and Development (UNCED). In order to conform to international harmonisation, the amended Chemical Substances Control Law has introduced a new examination and regulation system to prevent not only hazards to human health but also damages to animals and plants.

Considering women s needs contributes to a sustainable urban society and improves urban life quality (Parfect and Power 1997), particularly as women form half of the community. The United Nations Conference on Environment and Development that was held in Rio de Janeiro in 1992 affirmed women s critical contributions to envirorunental management. Agenda 21, the UNCED action plan for sustainable development, proposed actions to strengthen the role of women in sustainable development by eliminating obstacles to their equal participation, particularly in decision-making (Corral 2002).

The next major event in sustainable development was the 1992 UN Conference on Environment and Development (UNCED) that took place in Rio de Janeiro, Brazil, also known as the 1992 Rio Earth Summit. This was the second worldwide meeting for discussing the nexus of environment and development. During this important event, the triple bottom line of Environment—Society—Economy (the three pillars of sustainable development) was adopted into international agreements related to climate change, biodiversity, and a unified declaration of environment and development. This was summarized in a global sustainable development action plan called Agenda 21 and in the Rio Declaration (27 principles for sustainable development). Some of the content of US conservation and environmental law coincided with those described by many of the principles of the Rio Declaration.
