The U.S. Department of State has a Bureau of Narcotics and Law Enforcement Affairs. It seeks to use U.S. diplomatic efforts to persuade foreign nations to cooperate with drug control efforts and to enter into bilateral and multilateral agreements in relevant areas.

The total world declared stockpile of chemical weapons was about 59,000 tons in early 2006. As of March 31, 2006 the U.S. has destroyed 10,103 metric tons of chemical agents since entry-into-force of the CWC, or 36.4% of its declared inventory of 27,768 metric tons, far more than aU other declared CW possessors combined (U S. Department of State, Fact Sheet, 2006). The U.S. chemical demilitarization program is projected to be completed in 2012, but it may take as long as 2020. Japan is obligated to destroy aU abandoned CW agents in China by 2007, but has asked for an extension to 2012. (Guangdong News, 2006). 

U.S. Department of State Co-ordinator for Counterterrorism Ambassador Philip Wilcox gave a similar comment on this matter "The poison gas attacks on the Tokyo subway last year are a clear warning that terrorists also may use materials of mass destruction. This is a new and ominous dimension of terrorism" [8].

Richard D. Morgenstern is a Senior Fellow at Resources for the Future. Before joining RFF he was Senior Economic Counselor to the Under Secretary for Global Affairs at the U. S. Department of State. Previously, he served at the U.S. Environmental Protection Agency where he acted as Deputy Administrator and as Assistant Administrator of Policy, Planning and Evaluation. He earned his Ph.D. in Economics from the University of Michigan and his B.A. from Oberlin College.
