Safety professionals could have an interest in certain aspects of a quality improvement program based on Crosby s program and would want to be active participants in them. An article by James C. ManzeUa titled Achieving Safety Performance Excellence Through Total Quality Management favorably references Crosby s work. 

This small plant size presented a problem for safety measurement in the company. In 1993 the company was well along with the implementation of a total quality management implementation. Based on the recent training in variation and the use of control charts, the safety managers had begun to use U charts when looking at incident-rate measures. The wide limits of variation encountered with small plant sizes convinced them that incident rates would not be particularly useful as a measure of performance in the company, at least for small sites and for short time periods. 

During the course of my career in safety management, I have seen companies try to improve their safety culture in a variety of ways. Some of these approaches included the Deming Philosophy, the Safety Observer Program, Total Quality Management, and Behavior-Based Safety. 

This study proposes a process to improving WSN safety based on a model for continual data quality improvement (TDQM-Total Data Quality Management) first proposed by (Wang et al. 2001). The apph-cation of the TDQM model for continual improvement of the safety aspects of WSN is an approach that covers all the stages ofthe generation of required information in this case, that pertaining to data quality. Figure 1 illustrates the model adapted for continual improvement of DQ for WSN.
