A number of specialised techniques have been developed to enable risks to be identified, assessed and either avoided or reduced but there are other factors related to the culture of the organisation and the interrelationship of those who inhabit it that have a significant role to play. An imderstanding of those techniques and the roles and responsibilities of individuals and groups is a necessary prerequisite for high levels of safety performance.

In both the roles, insurance companies deal with the management of risk activities. In fact, climate change risk is managed by the insurers through the risks they accept from clients, given that climate change causes an increase in intensity and spreading the distribution of extreme weather events with resultant effects on property claims that could be catastrophic.5...

Finally, a report is made to the risk manager detailing the important aspects of the risk assessment. Of crucial importance are the range of impacts, uncertainties in the data and the probabilities, and the stressor-response function. These factors are then taken into consideration with social, economic, and political realities in the management of risks. An approach to risk assessment as outlined above, however, does not include a risk/benefit type of analysis. Such considerations are within the purview of the risk manager.

In this chapter we consider the role of OELs in the system for regulating the management of risks of hazardous substances in UK workplaces. As in several other countries, regulatory status was attributed to OELs in the 1980s in the UK. But perhaps more than in other countries, the limitations of this regulatory role have been the subject of considerable scrutiny and policy change.
