While the use of a placebo treatment can pose ethical problems, it is often preferable to the continued use of treatments of unproven efficacy or safety. The ethical dilemma of subjects suffering as a result of receiving a placebo (or ineffective drug) can be overcome by designing cUnical trials that provide mechanisms to allow them to be withdrawn ( escape ) when defined criteria are reached, e.g. blood pressure above levels that represent treatment failure.

Some ethical problems can be solved easily. In fact, one does this every day. The goal of this chapter is to help the reader to prepare for the difficult choices, the answers to the ethical dilemmas. Some problems (such as the exanples in this chapter and the problems at the end) have no perfect solution. Whistleblowing, for exanple, may satisfy one ethical obligation while violating another. For an individual engineer working on a single project, the ethical dilemmas may be more subtle. Certainly the individual should implement the kind of methodical operation procedures described here and immediately call to management attention any deficiencies in the project that compromise safety or function. However, one year of deferred maintenance may not by itself significantly compromise project integrity. In this and similar situations, discernment must be carefully exercised to avoid being either overly alarmist or apathetic. To fully meet Canon 1, the profession must keep these issues visible to the public and proper officials. 

Case 4, How to Vote , in general, needed an initial brief explanation of the voting system in the U.S., so students could be situated in the context of the ethical dilemma. 

For both classes, certain cases influence the use of social contract when analyzing the decision Case 4 How to Vote and Case 5 Internet Use in Public Libraries . It is important to note that both cases discuss social issues. Cases do not influence the utilization of all remaining ethical theories when solving the ethical dilemmas. This study also flnds that teams do not have signiflcant influence on the utilization of any ethical theory when discussing and analyzing the ethical problems and when arriving at a decision.
