The Challenge of Security

The challenge of security is at the forefront of everyone s attention today as it has been every day in the United States since the horrific event of September 11,2001. That terrible tragedy as well as the 2004 terrorist attacks in Beslan in Russia [3], the bombing of trains in Madrid [4] on March 11, 2004 and many other terrorist attacks in Japan, Indonesia, the Middle east, other parts of Europe and elsewhere have all driven home the fact that we are not adequately prepared to deal with new threats. But better preparation may surest a different kind of thinking or approach, not the traditional thinking from the past. This may be especially true for the profession of engineering. 

According to the Social Summit Programme of Action, Poverty has various manifestations, including lack of income and productive resources sufficient to ensure sustainable livelihoods hunger and malnutrition ill health limited access or lack of access to education and other basic services increased morbidity and mortality from illness homelessness and inadequate housing unsafe environments and social discrimination and exclusion. It is also characterized by a lack of participation 

The report recommends a series of principles [10] that focus on the challenges associated with poverty and underdevelopment in the world. Specifically, Principle 15 states  

The following figure (Fig. 1.1) from 1989 UNDP report, shows the unequal distribution of world income and illustrates the underlying reason why 3 billion people have virtually no recourse to the basic necessities of life. 

The following table (Table 1.1) from UNDP (United Nations Development Program) shows the millions of people living without the basic necessities of food, education, water, and sanitation.

The record from the past decade suggests that trace analyzers can provide a benefit for commercial aviation security and that the challenges faced today center on the interface between a sample and an analyzer. Contributions of IMS in filling current needs in the determination of explosives, in various venues and with the range of security challenges faced by civilian and mifitary populations, may hang on the next generation of instruments. In these instruments, each of the questions posed above will need development or advancement.

If the venture is not planned carefully, the advantages of opening a new pharmacy can turn into disadvantages. There is a greater amount of risk that must be assumed by the owner and an increased chance of experiencing unforeseen events. For one, the lag time between startup and profit tends to be longer. Moreover, the challenge to secure capital is a formidable one.

Chemical process security includes, but goes beyond, traditional physical security. Physical security includes such considerations as guards, barriers, surveillance equipment, and other physical system considerations. Physical security is an element of chemical process security, but physical security alone is not always adequate to address the new challenges of security against extreme acts of violence, such as terrorism. 

Because the attachment has been so strong, these separations can be hard to make both for parents and only children. The little child may be reluctant to leave the security of parents for the challenges of school. The early adolescent may be reluctant to push against and pull away from parents and begin to assert social independence. The older adolescent may be reluctant to leave the security of home for the insecurity of living on one s own. Separation for parents and only children can be hard to do. The capacities for both attachment and separation are required, however, if parents are going to encourage the child to learn dependence (from attachment) and independence (from separation). 

The challenge of a successful e-MPF implementation is to develop a transparent, seamless alliance-based value network (Bakos Brynjolfsson, 1998) that allows the customer to choose the best product combination for his or her personal needs without having to research the complex supplier market.
