Following these investigations, an International Steering Committee was created. The need of additional investigations on possible long-time effects was stressed. 

This task consists of a series of facilitated meetings with all teams participating. They usually involve three steps (1) presentation of the greenfield, (2) several discussion sessions, and (3) a final decision on the to-be. The to-be represents first moves along the implementation path. The Steering Committee should approve the to-be. It will incorporate the tradeoffs to create a plan that the organization is prepared to implement. Organization in this context is at the appropriate level — function, business unit, or supply chain. 

Typically, the design team creates a simple award program and suggests several possible criteria and potential awards, then allows the steering committee to modify the plans to best support the behavioral process once employees begin doing observations. 

Your steering committee is working on ateam management process to enhance our safety efforts. As part of this process, we want to create celebrations of our safety successes that are fim for everyone involved. 

Should the steering committee decide to create specific roles for committee members, there are several ways to set them up. Some committees assign the roles for the members entire term of office, which is the simplest method. Other committees rotate the roles, which enables each member to learn about several aspects of the behavioral safety process. In the latter case, longer rotations of perhaps six months are generally best because they provide members with enough practice to become proficient at each of the various committee tasks. 

In this edition, I resequenced the entire implementation process and use the design team and steering committee terminology more consistent with current practice. In Chapter 9,1 have greatly expanded the section on creating observation checklists, adding both additional worksheets and added current examples. 

NIST has played a leading role in the development of both ThermoML and AnIML specifications. It is not surprising that people from the same organization stand behind the development of a common language for the expression of units—UnitsML. The language is still in development (http //unitsml.nist.gov/), and recently an OASIS technical committee has been created that will steer final stages of standard development. AnIML development will probably include UnitsML in the near future (Jopp et al. 2006). 

Before creating a Safety Steering Team, it is important to look at the existing committee structure in your organization. You do not want to duplicate the efforts of tire safety department or some other relevant standing committee. For example, a current employee team might be able to take on the responsibility of coordinating efforts to achieve a Total Safety Culture.
