The institute has set out quite clearly the data it wishes to see presented in a submission from a stakeholder. Delays were encountered in closure risk assessment for JACADS because the Army s first CSM, prepared by US ACHPPM and submitted to EPA Region IX in December 1999, provided only a human health risk assessment based on industrial end use for JACADS (EPA, 2000 U.S. Army, 2000e). Neither the Air Eorce (the present Johnston Island owner) nor the EWS (the anticipated owner) was asked to review the CSM before it was submitted to EPA. After subsequent meetings with all stakeholders, a CSM that included both ecological and human health risk assessment methodologies was submitted to EPA in July 2000 as part of RCRA permit modification C3-050 (U.S. Army, 2000e). 

The analysis plan should specify not only how the analysis will be conducted, but also how the results will be presented. Indeed, the way results will be communicated will usually influence the choice of both model structure and analysis method and is ultimately driven by the information needs of risk managers and other stakeholders and their management goals (see Figure 2.2). Careful advance planning for the communication of results is especially important for probabilistic assessments because they are more complex than deterministic assessments and less familiar to most audiences. It may be beneficial to present probabilistic and deterministic assessments together, to facilitate familiarization with the newer approaches. 

Risk assessors and decision makers both need to be prepared to communicate risk results in an understandable form to other practitioners (regulatory and registrant), stakeholders, and the public. This is particularly critical in the case of uncertainty in the assessment. Most scientists hired to perform risk assessment are thoroughly trained in their subject matter but less familiar with the demands of public presentation or the essentials of educating at multiple levels. Regulators must provide scientists and decision makers with the support and opportunity to develop skills necessary to effectively communicate with stakeholders and the public. 

Chapter 2 reviews the lessons learned at JACADS. Chapter 3 assesses the adoption of these lessons into the modified baseline process and evaluates the design information available at the time the report was prepared. Chapter 4 presents the results of stakeholder interactions, as well as safety and risk management considerations. Findings and recommendations are provided in each chapter and compiled in Chapter 5. 

The paper introduced the concept of trust case and explained how it can be used to justify trustworthiness of IT systems or services. It discussed where the evidence supporting trust comes from and the role of ontologies in decomposing trust objectives. Then the concept of trust case stakeholder was introduced and the need for collaborative trust case development was emphasized. Finally, the present tool supporting the development of trust cases was briefly characterized. 

The company, therefore, has responsibilities, not just to its stakeholders (its owners, its customers, its employees, past and present, and, increasingly these days, to its neighbours), but it also has legal responsibilities, mainly to issue an annual report, containing a set of accounts, especially a balance sheet (for a particular point in time, usually the last day of the financial year for the company) and a profit/ loss account, describing the company s performance during that financial year. 

An annual report from the partnership on the implementation of the action program will be published for the attention of the Council, the European Parliament, and other relevant stakeholders. The first progress report was presented at a conference in December 2006 [10]. 

During the development of REACH the EU Commission held extensive dialog with stakeholders before and after the proposal was presented. Stakeholders sent over 6000 responses during the REACH Internet consultation and contributed to the REACH Impact Assessment both before and after the launch of the Commission REACH proposal in 2003,75 One of the purposes of the collaboration was to help the EU Commission improve the design and cost effectiveness of the system.
