Sophisticated private this snobbish title implies that they are balance-sheet driven and not future cash-flow driven in other words, they are less likely to invest in new technology ventures. 

Proponents of the laboratories counter that, despite these shortcomings, the laboratories seiwe a vital mission of undertaking the high risk and expensive investments that the private sector would never agree to invest in. The central issue in any stock offering is price. In traditional, profitable companies price is usually measured as a price/earnings ratio. Since biotech companies rarely are profitable, price is evaluated using the capitalized value of the outstanding stock, i.e., price per share times the total number of shares, compared to other companies at similar stages of development with comparable upside potential. This "market cap" number (either private or public) is what sophisticated biotech investors look to in measuring whether an offering price is fair. Two measures used are postmoney and premoney values. 

Financial markets value companies. The cycle of equity markets measured as a multiple of the current EBITDA performance of a company is important, as it influences the value and the timing of exits for financial sponsors. The availability of debt markets is equally important because LBOs require sophisticated debt financing arrangements. Conditions in both equity and debt markets have an impact on private equity investments. 

Then, chemicals control becomes further sophisticated, as risk management measures are introduced in the light of the precautionary principle. Risk reductions by private companies and risk communications among various stakeholders are considered essential. Measures such as Pollutant Release and Transfer Register (PRTR) and Material Safety Data Sheets (MSDS) have been introduced. This type of measures has become important in Northeast Asia since the late 1990s.

Finally, a battery of alternative testing models for neurotoxicity is not expected to fully replace current in vivo animal testing, but it would limit such testing only to those compounds for which, for different reasons, additional information on neurotoxicity is deemed important. Without concerted efforts by regulatory agencies, institutions, foundations, and private entities worldwide, it is doubtful that such a validation process will take place.
