Prior to the start of construction work, Norskoil s SHE manager for the Ymer project evaluates the EPC contractor s and sub-contractors SHE programmes for construction work. The EPC contractor has the overall responsibility for SHE and the sub-contractors SHE programmes are subordinated to this programme. Norskoil s SHE manager will comment on items where the programme does not meet the project s (i.e. NORSOK) requirements. [Pg.333]

Example Norskoil s SHE manager identifies unclear line responsibilities in the contractor s SHE programme. It is stated that contractor s safety engineer is responsible for SHE. The contractor is requested to clearly define SHE as a line responsibility according to the requirements in NORSOK S-CR-002. After the contractor has implemented the comments, the programme is accepted by the project. [Pg.333]

There are regular workplace inspections at the yards. The frequency and scope of these inspections are defined in the different SHE programmes. The contractor s site safety co-ordinator participates occasionally in these inspections. Also, Norskoil is invited to participate but does so only exceptionally, since the company only has permanent site representation at the EEC contractor s own yard. [Pg.334]

SHE audits are the main tools of Norskoil s SHE manager for follow-up on safety in construction. The contractor s site safety co-ordinator also performs audits of this type. The audit team checks actual performance against regulatory and contractual requirements and the yards SHE programmes. The audits usually consist of two parts, i.e. a system part and a technical part. In the system audit, the SHE manager checks SHE documentation and practices in relation to the commitments in the SHE programme. The technical audit is carried out as workplace inspection. The audits follow a schedule and each audit covers a separate theme. Below are examples of audit themes ... [Pg.334]
