Scheduling considerations

Descriptions of these situations and some things to consider for each are provided in the following segments.

The zero effluent synthesis formulation not only determines the optimal number and size of the storage and processing units, but also determines the schedule that will allow the resulting plant to operate in a near zero effluent operation. This is beneficial since scheduling considerations are taken into account during the plant synthesis phase. The exact problem considered in this formulation is given in the following section. 

At the request of the DoD s Program Manager for Assembled Chemical Weapons Assessment (PMACWA), the NRC Committee on Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons will provide independent scientific and technical assessment of the Assembled Chemical Weapons Assessment (ACWA) program. This effort will be divided into three tasks. In each case, the NRC was asked to perform a technical assessment that did not include programmatic (cost and schedule) considerations.

Using a liner, or an entire reactor, in a sacrificial capacity may become a viable alternative, but this decision must be based on an understanding of reactor lifetime and the development of maintenance, monitoring, and change-out/ replacement procedures and schedules. Considerable testing, including pilot-scale tests, will be necessary to address these issues. 

There are other quality of work schedule considerations. For example, if the demand on Saturday is different from the demand on Sunday, then it is possible to give days off on one of the weekend days. Workers prefer to have weekend days off. The pair (Mon., Fri.) is also useful because it can be exchanged in the schedule for any pair and still maintain a maximum work stretch of six days.

The term mothballed in a general sense means a section of a unit or process has been out of use for an extended period of time. Some organizations use a specified period of time ranging from 2 weeks to 6 months as determined by the nature of their process. Here is where the scheduling consideration varies by the processes involved. The methods for properly mothballing (also called laying-up ) process equipment can be very different. 

Schedule 1 to the Regulations specifies four inter-related factors of which the assessment should take account (the task, the load, the working environment and the individual s capabilities) and further questions relating to each are also identified in the Schedule. Consideration of these factors forms the basis of an appropriate assessment, some of which can be done in advance in a general way by means of generic assessments. 

That the personnel involved in the review of safety related activities are independent from cost and schedule considerations.
