Sao Paulo

Starting in the city of Sao Paulo in 1977, and extending to the entire state of Sao Paulo in 1978, a gasohol incorporating 20% ethanol was mandated. Brazil s National Alcohol Program (Proalcool) set an initial goal of providing the 20% fuel mixture nationwide by 1980—1981 and a system of special tax, warranty, and price considerations were enacted to advance the aims of Proalcool.

Baddeleyite, a naturally occurring zirconium oxide, has been found in the Poco de Caldas region of the states of Sao Paulo and Minas Geraes in Brazil, the Kola Peninsula of the former USSR, and the northeastern Transvaal of the Repubflc of South Africa. BraziUan baddeleyite occurs frequently with zircon, and ore shipments are reported to contain 65—85% zirconium oxide, 12—18% siUca, and 0.5% uranium oxide. Veryhttle of this ore is exported now because all radioactive minerals are under close control of the BraziUan government. 

The emphasis on air pollution in different parts of the world has led to marked improvements in air quality. However, there are several metropolitan areas in the world where the air pollution situation is still deteriorating. Examples of such areas are Mexico City, Mexico, New Delhi, India, Cairo, Egypt, and Sao Paulo, Brazil. Most of these badly polluted areas are in developing countries where resources for improving the situation are limited. Thus, these problems are difficult to solve (see Fig. 5.30)." ... 

The fire and explosions in Mexico City in 1984, which killed more than 500 people (see Section 8.1.4), started with a pipe failure. The cause is not known, but the pipe may have been subjected to excessive pressure. Earlier the same year, in February, at least 508 people, most of them children, were killed in Cubatao, Sao Paulo, Brazil, when a 2-ft-diameter... 

If materials that are not there cannot leak, people who are not there cannot be killed. The death toll at Bhopal—and at Mexico City (see Section 8.1.4) and Sao Paulo (see Section 9.1.8)—would have been lower if a shanty town had not been allowed to grow up near the plant. It is, of course, much more difficult to prevent the spread of shanty tov. ns than of permanent dwellings, but nevertheless we should try to do so by buying and fencing land if necessary (or removing the need to do so, as described above).
