National Alcohol Program

Starting in the city of Sao Paulo in 1977, and extending to the entire state of Sao Paulo in 1978, a gasohol incorporating 20% ethanol was mandated. Brazil s National Alcohol Program (Proalcool) set an initial goal of providing the 20% fuel mixture nationwide by 1980—1981 and a system of special tax, warranty, and price considerations were enacted to advance the aims of Proalcool.

Sugar production in Brazil dramatically increased after 1980 when the National Program of Alcohol was initiated to reduce dependence on petroleum imports. Over the past 20 years, sugarcane hectarage has doubled, yields have increased 50%, and ethyl alcohol production has tripled to more than 14 billion liters. A portion of these dramatic increases in Brazil is attributed to chemical weed control, which enabled better yield expression of new cultivars and improved use efficiencies in water and fertilizer. 

The Director of the National Institutes of Health and the Administrator of the Alcohol, Drug Abuse, and Mental Health Administration shall submit to the Board for inclusion in the annual report a report on the rare disease and condition research activities of the Institutes of the National Institutes of Health and the Alcohol, Drug Abuse, and Mental Health Administration the Secretary of the Treasury shall submit to the Board for inclusion in the annual report a report on the use of the credit against tax provided by section 44H of the Internal Revenue Code of 1954 and the Secretary of Health and Human Services shall submit to the Board for inclusion in the annual report a report on the program of assistance under section 5 of the ODA for the development of drugs for rare diseases and conditions. Each annual report shall be submitted by June 1 of each year for the preceding calendar year.

In order to fulfill its very broad mission of promoting health in our nation and the world, the PHS has designed programs and created agencies that help control and prevent diseases conduct and fund biomedical research that will eventually lead to better treatment and prevention of diseases protect us against unsafe food, drugs, and medical devices improve mental health and deal with drug and alcohol abuse expand health resources and provide health care to people in medically under-served areas and to those with special needs.
