However, MORT does not aid in the representation of the accident sequence which must first be determined before the method can be effectively used. Although MORT provides a comprehensive set of factors which may be considered when investigating an incident, it can easily turn an investigation into a safety program review as no guidance is provided on the initial investigative process.

General management system characteristics in control of the job, so called G-factors. They include Plant policies, implementation of methods, staff, information flow, management services, budgets, and risk assessment system, such as technical information system, hazard analysis, safety program review etc. 

The HASP, on the other hand, foeuses on the site-speeifie aetivities and outlines the appropriate elements of the site s existing health and safety program to the related task. The existing programs are reviewed to identify those elements meeting the needs of the planned site aetivity. Program elements and proeedures are supplemented with worksite-speeifie detail and tailored to meet speeial or unique aspeets of the hazardous waste aetivity on an as-needed basis [1]. 

Although inspeeting the worksite is important for enforeement of important requirements, it is also a useful tool to help determine if the site orientation, the safety plan, or the safety program is eflfeetive. If newly oriented workers are out of eomplianee in eertain areas, this may indi-eate that the orientation needs to be reviewed and improved. 

To ensure that the safety program is working, most companies have a safety policy follow-through. This includes monthly safety meetings, performance reviews, and safety audits. The monthly safety meetings include a discussion of any accidents (and resolution of prevention means), training on specific issues, inspection of facilities, and delegation of work. Performance reviews within the company for all employees must have a visible safety performance component.

Because safety depends on all personnel involved in a particular operation, the individual must not be neglected in planning a safety program. An effective procedure utilizes one or more safety groups or committees to study new problem areas, review existent procedures, and conduct periodic surveys of all laboratories. Such groups should report directly to the head of the safety department or to the research director. The most successful groups have the full cooperation of top management this cooperation emphasizes the importance of safety.
