According to the ACSNl Study Group on Human Factors (HSC, 1993), a written corporate statement on the safety policy and organization should be a crucial element in the promotion and maintenance of a positive safety culture within the organization. Its objective should be to establish the corporate attitude to safety and the organizational framework through which the safety objectives can be assured. Policy The first evidence of top-level commitment is a written policy statement. It should state the objective for product safety and cite statutory, voluntary and company standards to follow. The policy should also have a commitment to maintaining state-of-the-art safety features in products. The policy should assign responsibilities to particular elements of the organization. The organizational units may include internal line and staff organizations as well as suppliers and distributors. It should state how effective relationships help achieve safety for buyers, users, and consumers of products. The policy should identify the methods the company will use to judge product safety. 

NRC issued the Probabilistic Safety Assessment Policy Statement (NRC, 1995), which incorporated risk assessment as a tool in the regulatory process. It consists of elements that have originated the Risk-Informed Decision Making (RIDM) and the Performance Based Regulation (PD). 

The safety manual is a crucial element in the safety program of every organization. It provides the written statement of the organization s safety policies. From it, the staff can learn about organizational policies and practices. The safety manual should be the product of all of the planning which went into developing the safety program, and the official source of policy and procedures in institutional safety and health matters. 

With any endeavor, the quality of the outcome is in large part based on the level of commitment to that outcome.
