Safety performance measurement Framework

A framework assists in the development of a safety performance measurement program by establishing well-defined performance measures, identifying all areas of safety performance, and documenting procedures for implementing the program. 

This agency was created in July 2001 in the United Kingdom to improve patient safety within the framework of the UK National Health Service (NHS) by encouraging voluntary reporting of medical-related errors, performing analysis, and initiating appropriate preventive measures. Office for Accidents and Occupational Diseases (of the Federal Accident Insurance Institution) to perfonn n asurements. The results of these measurements are kept at the local offices of the Labour Inspectorate but are not publicly available because diey are the result of an official legal procedure. In some cases (e.g. for wood dust, solvents or isdcyanates), the Central Office performs - within the framework of research projects - systematic measurement in order to get an overview of a specific type of exposure. The results of these research proj ts are published as technical reports and are publicly available. Most of the Labour Inspectorates have a technical department and a safety department to protect various groups ( gnant women, young people etc.). 

Further examination of these activities gives an indication of the extent, diversity and role of monitoring. It shows developments related to the establishment of an OEL (in this case a TRK) value for a certain substance (wood dust), its significance / meaning for improvement of health and safety at enterprise level, and the complexity of the whole framework. For all work involving one of the above-mentioned agents or activities, the employer has to perform a risk assessment in relation to pregnant workers or those who have recently given birth or are breastfeeding, taking into account the nature, degree, and duration of the exposure. If the result indicates that the persons covered by this directive are at risk, appropriate safety measures have to be taken to avoid exposure to the conditions mentioned above. The safety actions have to be in line with the framework directive 89/391/EEC discussed above (see Section 6.2). 

ABSTRACT Advances of electronic integration and radio communication have led to the emergency of new kind of safety systems. Wireless Sensor Network (WSN) belongs to this type of new systems. There are many papers dealing with WSN topic but usually to model the performances of such a system. In Japan, probabilistic safety assessment of individual plants have been performed on internal events, and it has been done within the framework of examination of measures against severe accidents. The results of assessment were reported to the regulatory body in "Report on the Examination of Accident Management. The results of PSA have been arranged by reactor type and by containment vessel type, taking into consideration plant safety design, and proper measures against severe accidents have been identified for each type of the plant. 

In 1992, the design institutions together with the plant operator completed a review of the conformity of the reactor to the requirements of safety codes currently valid in this country. Resulting from the analysis a list of deviations was compiled and the necessary measures for reactor plant upgrading were developed, part of which has been realized.
