In addition to ISO 14001, other well known environmental management systems include Responsible Care , adopted by the American Chemistry Council (formerly known as the Chemical Manufacturers Association) in 1988, Eco-Management Auditing Scheme (EMAS), adopted by the Council of the European Community in 1993, and Environmental Standard BS 7750, adopted by the United Kingdom in 1994. 

Companies want to assure customers of the high quality of their products and services. This has led to the implementation of quality management systems and standards, such as ISO 9000. In addition, responsible organizations have to take care of the well-being of their employees, working environment, the impact of operations on the local community and the long-term effects of their products. This has led to the implementation of, e.g. EMAS, ISO 14000 and OHSAS 18001 international occupational health and safety management system specification (Leva 2003 Wilkinson and Dale 2007). 

Many enterprises have chosen this route and based their safety management systems on the quality standard. The chemical industry has linked its pre-existing Responsible Care programme to the ISO quality and environmental standards ... 

The speed, efficiency, and motivation to carry out safety work are increased if the work is directed toward preset safety objectives. This means that management must know what it wants and decide what work is necessary to achieve the safety goal. Safety responsibility must be assigned and the working relationship must be clearly defined in relation to the safety objectives. The NEMIRR system must have a set of standards and targets. Expectations must be set for the number of near miss incidents to be reported per month or year, but care should be taken not to allocate near miss incident quotas to individuals as this may lead to fudging of the books to meet the quota.
