Responsibilities of the regulatory body

In relation to the control of discharge practices, the regulatory body has the following general responsibilities  

With regard to specific responsibilities in the area of monitoring, the regulatory body  

Should establish technical requirements for monitoring arrangements, including arrangements for emergency monitoring and quality assurance, and should regularly review them  

Should check the monitoring data provided by operators  

Should provide evidence that can satisfy the public that authorized sources of exposure are being suitably monitored and controlled.

Notwithstanding these responsibilities of the regulatory body, the responsibility for the safety of the facility and for demonstrating an adequate level of safety shall rest with the operating organization, not the regulatory body. 

The MPF market is presently heavily regulated by the Mandatory Provident Fund Authority and the Security and Future Commission with detailed and specific responsibilities imposed on the trustee as well as the investment manager. The nature and business of providing MPF service and the high compliance requirements of the regulatory bodies has limited the entry of players. However, the banks, fund management houses and insurance companies are now all preparing to expand their business into the MPF market. Based on their own estimations, major players totally claimed 285% of the market share (Table 1).

After the development of an extreme external event and after the operator has taken immediate action, a decision needs to be taken on restoring operation. Dedicated procedures are developed which set out the roles, responsibilities (which in some cases are subject to approval of the regulatory body) and a list of systems to be inspected prior to operation. 

In contrast, the patient and the patient s family may be very interested in the outcome that this therapy has on the caregiving burden on the other hand, they may not be interested in the direct costs of the therapy for which they are not directly responsible. Most national regulatory bodies, such as the NICE in the UK. prefer a comprehensive, societal perspective on a drug s value because such a perspective incorporates all these variables. This broader perspective examines direct costs, caregiving costs and indirect costs.
