Resource development team

A process development team should be established to manage the development of any new processes. The team may be formed from the project team but you may need additional specialists. If several new processes are to be developed, several teams will be needed. By building a team for each process you will focus the efforts of staff more clearly than loading several new jobs onto the same individuals, but if you lack resources you may have no option.

Sponsors having experienced, in-house clinical development teams with attendant capacity and resources can effectively engage SMOs as part of the trials. Academic medical centers (AMCs) have functions that largely mirror those operative within commercial SMOs, especially regarding outpatient trials. As institutions, they are normally required to use their own IRB, although recently some AMCs have agreed to involvement with central IRBs. 

In this chapter, pharmaceutical and health-care products, such as prescription drugs, generic drugs, OTC products, animal health products, dietary supplements (vitamins and herbal drugs), and biotechnology-derived products, are discussed in relationship to the format of preformulation reports. Topics of the preformulation study are discussed in detail. Models for some of the reports are provided in the hope that the pharmaceutical development team will devise an individual report format based on particular needs and resources. Analytical techniques useful for preformulation and regulatory conformity or requirements relative to product registration processes are also enumerated.

Oftentimes, for innovation in engineering, people of various backgrounds work in teams. Literature suggests that when working in teams, each development team needs to work within a critical mass of resources, constraints, support, and environments that encouraged creative, unconventional thinking (de Vere et al. 2010). The CEDA can also be used in team environments. 

Adequate support from the facility staff is absolutely essential. The facility staff must help the analysis team gather pertinent documents (e.g., PSilDs, procedures, software descriptions, material inventories, meteorological data, population data) and must describe current operating and maintenance practices. The facility staff must then critique the logic model(s) and calculation(s) to ensure that the assumptions are correct and that the results seem reasonable. The facility staff should also be involved in developing any recommendations to reduce risk so they will fully understand the rationale behind all proposed improvements and can help ensure that the proposed improvements are feasible. Table 12 summarizes the types of facility resources and personnel needed for a typical QRA.

Develop a plan. Based on established goals and current status, the teams will develop detailed plans for implementing a process safety management system, including projections of time and staffpwer requirements and other resource needs. When completed, these plans will be our blueprint for PSM implementation, subject to refinement based on experience.

It may be useful to consider the program plan, at this stage of its development. as your company s ideal," within the limitations you have established for its scope. By first identifying what is needed, independent of the constraints of time or resources, you emphasize the tasks themselves as the substance of the plan—the core that drives decisions about resource allocations, rather than the other way around. (For example, see Figure 5-7) The result may prompt your team to think more creatively about schedule and resource requirements, as discussed in the following sections.
