Reregistration process

Appendix B provides brief case studies of two pesticides, glyphosate and permethrin, for which a pre-existing risk assessment can help to put biomonitoring results into perspective. In both cases, the Environmental Protection Agency (EPA) has evaluated risks for a wide array of exposure scenarios as part of the reregistration process, and there are biomonitoring data whose interpretation could benefit from these risk assessments. 

The metabolism of individual chloro- -triazines has been the subject of renewed research in plants as a result of the reregistration process initiated by the United States Environmental Protection Agency (USEPA) in the form of data-call-ins for new study requirements. Atrazine was chosen as a model compound for this class of. v-triazines because completed research on several crops has greatly expanded our knowledge of the original pathway (Figure 7.1) as proposed by Lamoureux et al. (1973). 

Many pesticides were registered before oncogenicity data were required. Tolerances were established whether or not the pesticide was oncogenic, because the data were not available. Those tolerances have not been revoked and registrations have not been cancelled simply because new data show that a pesticide may be oncogenic. New tolerances are not set once the reregistration process begins for an old product. But the...

This applies to all old agrochemical compounds (substances) used in a country of the EU prior to 1991 or before a country became a member of the EU (Reregistration). Thus all old photosynthesis inhibitors, for example, needed to be reviewed and the manufacturers had to apply for registration (listing on Annex I) by submitting dossiers prepared under the Directive 91/414/EEC [41]. A similar reregistration process was set from the US-EPA for all compounds on the market before 1984 in the US. 

Table 10.6 describes the status of the reregistration process of PS II inhibitors in the EU (Status November 2005). 

Whereas photosynthesis inhibitors belonged in 1980 to the most important herbicide classes [38] the market situation changed, especially in Europe, at beginning of the 1980s through, especially, the introduction of new cereal, corn and oil seed rape herbicides from other herbicide classes but also through the reregistration process in Europe up to now.

During the reregistration process each active that required review was assessed a significant fee, but that was a one-time assessment to cover additional resources required to complete the process and has not been repeated. 

The Regulation (EC) No. 1107/2009 is now in place, cooperation between member states has enormously increased, and several pilot schemes of zonal collaboration have been carried out in the last years. However, it is necessary to continue working in the reregistration process of harmonization to obtain, with this zonal evaluation system, a more homogeneous market for the plant protection products.
