Regulation legal framework

A distinction should be made between the different levels of political influence operating at different levels of policy. At the macro level, the body politic is regarded as representative of the public or the electorate. Hence, politics is a means by which society decides which regulatory direction is ethically acceptable, socially preferable, economically beneficial and scientifically reliable. From the perspective of representative democracy, therefore, it is desirable for politics to determine the overall legal frameworks within which dmgs are regulated. But at the micro level, where decisions are made which apply those legal frameworks to specific cases, it is not desirable for politics to exert influence on individual cases. 

The specific legal framework for C02 storage will be different from country to country, based on different kinds of law. Irrespective of these differences, certain aspects of C02 storage will have to be regulated in order to allow for its feasibility. 

The fulfilment of all laws and regulations is, in most cases, not sufficient for safe design and operation. On the one hand, the corresponding legal framework always leaves a certain freedom of action and, on the other hand, the legislative authority cannot cover all the diverse technical risks. To reduce the risks to a minimum the design must be executed by experienced professionals with a sense of responsibility and with careful systematic planning. 

China has established a policy and legal framework for environmental protection, which includes these levels (1) the provisions related to environmental protection and resources in the Constitution (2) the comprehensive law on environmental protection, viz. Law on Environmental Protection (3) the thematic laws on environmental protection and pollution control (Table 3.1) (4) the administrative regulations on... 

Legislation and regulation constitute important elements in any drug policy. The legal framework must take into account not only policy objectives but also the administrative, social and health infrastructure, the available manpower and other resources. 

Not all natural products have served as the basis for classical drag discovery and development. Most continue to be used as they have for eons, as complex mixtures that today are regulated in the United States differently from drags. An overview of the legal framework under which conventional drags and diverse natural products are regulated in the United States (Table 2) shows the difference between the development of CAM products and conventional drags, either prescription or over the counter (OTC). 

This policy may well be shortsighted, but competition is such that pharmaceutical companies would prefer to accept the risk and save the money. It is this attitude that is a major contributor to the poor image of the industry in the eyes of the public and the media. Unfortunately, in this and many other fields, self-regulation has not worked, so we probably have to look to strengthening the legal framework and setting down requirements if improvements are to be made.
