No new U.S. oil refineries have been built since 1970 for a variety of reasons, and giant oil tankers are being retired without replacement. The oil companies have not been investing in refineries because of environmental regulations, and they have been able to increase refinery capacities, but that is nearing its end. 

Upgrading and refinery capacity While essentially all of the mined bitumen is upgraded in Alberta, the majority of in-situ production is shipped as bitumen blend with a light diluent to refineries in the United States that are suitably equipped to handle such feedstock. This historical split needs to be overcome in the future and further upgrading capacities will have to be installed in Canada, especially to reduce the need for diluents. In addition, the proposed extension of synthetic-crude-oil supply will require new refinery capacities, either in Canada or the United States.

The acti tons per year of NOx induced from the No. 2 heater were actually more than the No. 1 heater because of the larger size of No. 2. This is an important factor in the NOx control strategy dealing with individual and total emissions. For this application, the NOx inductions were obtained in order to provide offsets for expansion of refinery capacity.

The world refinery capacity was in 2000 estimated at 60000 tonnes cobalt per year [30.4] of which the DRChas 28%, Finland 16, Russia 13, Canada 8, Zambia 8, Norway 7, Australia 6 and China 3%.

I ve never told this story to anyone. Not even to Liz or my mom. It occurred in Lithuania in 2006.1 had been hired to expand the capacity of the hydrogen plant that was limiting refinery capacity. The bottleneck was the absorber that removed CO with catacarb solution from the hydrogen product. This absorber was subject to flooding as the catacarb circulation rate increased in proportion to production. That is, the solution was carried overhead with the hydrogen product.
