If the laboratory does not provide the sampling containers, a member of the project team should identify the vendors and purchase the containers that meet the SAP requirements. Obtaining proper field sampling equipment and supplies is usually a responsibility of the sampling crew. This may constitute an extensive list ranging from bailers and hand augers to such mundane but vital items as pens and shipping tape.

A component is more likely to complete a satisfactory working life, to the purchaser s and the supplier s benefit, if the project team co-ordinates design study and component trial before commitment to production use, i.e. the purchaser s production use of the first consignment of components should not be the first time that newly developed components have been tried under production conditions. 

This formal approach to the definition and evaluation of a LIMS will enable the project team to proceed to the purchase of a system with the confidence that it will undertake the tasks required of it. The in-house evaluation of the system will highlight areas that require tailoring to the way the laboratory wishes to operate as well as finding the deficiencies where custom software will be needed for full functionality. 

Usually after 6 months of operation the system should be reviewed. This should be a formal process where the actual performance of the LIMS in relation to the claims made at the project proposal or the purchase justification will be critically evaluated. Successes, failures, advantages, and problems should be documented it is only now that the consequences of the decisions and actions that the project team took during the SDLC will be seen. It is essential for the organization that the successes and the failures be recorded and applied to other computing projects that either are ongoing or that will be initiated in the future. 

The classic example of the project organization hamstrung by such lack of flexibility is where every purchase order is delayed interminably, then issued in the form of a letter of intent (bypassing the computer system), because the input information is never quite right for the computer. Accounts are then unpaid because there is no purchase order, the suppliers cease to perform, and so on. The project team blame the computer system, the system designers blame the project team s inputs, and frustration continues. 

As applicable, the project engineering contractor and the system supplier/ integrator can expect to participate on the project validation team at the appropriate time. The purchasing/contracts groups may also be involved and play a key role in administering contractual validation activities and documentation. 

The team should comprise delegates from marketing, development, production, engineering, purchasing and QC. This should be formed once drug research and marketing research have completed their broad packaging brief and have clearly established a viable project. 

Alternative 1. A competitor s vinyl-chloride plant, which produces 2 MMM (billion) Ib/yr of vinyl chloride and is located about 100 miles away, might be expanded to produce the required amount, which would be shipped by truck or rail in tank car quantities. In this case, the design team projects the purchase price and designs storage facilities. This might be the simplest solution to provide the monomer required to expand the local PVC plant. 

Sourcing efforts to rationalize procurement across the supply chain. This type of project often produces immediate savings in the bill for purchased goods and services. It requires mobilizing internal teams as well as partnering with outside suppliers.
