An EIS is written and issued by the federal agency involved with a particular project. The agency, however, rehes on the owners of the proposed facihty to provide the information contained ia the EIS. The section on alternatives is considered the most important part of the EIS. The proposed project and its alternatives are usually described ia detail. The environmental impacts of the proposal and the alternatives are presented. Based on all of this information, the federal agency determines if the proposed project is environmentally acceptable. 

The balance of this chapter will focus on issues specific to developing your proposal for integration, particularly the benefits that should be derived from the project. 

The first issue that should be addressed when a process analyzer project is proposed is to define project roles who will be doing what. There are four basic roles in an analyzer project the customer(s), the sponsor, the project manager, and the receiver. These are described below. 

Step 4 Project initiation and approval Define a project to develop and implement the proposed new method or analyzer and get it approved by the sponsor. The documentation required by the sponsor is usually company-specific, but will typically include goal, business value, critical technical issues to be addressed, ramifications, proposed approach, resources needed (including personnel time), deliverables, and timing. 

A proposal for the comprehensive study of chemical processes in a variety of important condensed-phase systems using modern theoretical methodology has been presented. The primary goals of the research are to provide microscopic information on the mechanisms and structural and dynamical properties of the chemical systems proposed for investigation, to test the applicability of modern ab initio molecular dynamics (MD) by comparison with experiment, and to develop and apply novel ab initio MD techniques in simulating complex chemical systems. The proposed research will contribute to the forefront of modern theoretical chemistry and address a number of important technological issues. The PI has carefully attempted to demonstrate his knowledge, ability, and resources to carry out the proposed research projects. 

In 1971, Johnston suggested that anthropogenic emissions of NOx from a proposed fleet of supersonic transports (SSTs) could cause a reduction in ozone due to the set of chain reactions (10) and (11). At the time, a fleet of 500 SSTs flying seven hours a day in the stratosphere by 1985 was projected, and based on that, Johnston (1971) showed that the emissions would be expected to lead to significant ozone depletion. This was never realized because of the much smaller use of SSTs than projected. However, a subsequent proposal for the development of a high-speed civil transport (HSCT) raised some of the same issues, as discussed in the following section. 

The process owner with stakeholders will need to provide a process improvement proposal if the issue or change requires prioritization due to funds or additional resources from the enterprise. The proposal should include, at minimum, the problem and or opportunity statement, impact to the site based on risk, and proposal of an action and/or project, including both cost and resource requirements. 

Leadership s role in the process improvement proposal is to understand the issue or opportunity, understand associated risk(s), and approve or redirect a proposed action or project and provide appropriate funding and or resources. As action items and proposals are approved and initiated, the progress should be monitored on a routine basis to ensure appropriate progress is made.
