Process Safety Management holistic

It has proved an advantage that the safety management system encompasses the aspects of process and plant safety, occupational safety and protection of the environment this is the holistic approach (cf. [7]). 

A diagnostic of a safety management system is a holistic approach that reviews an organization s management infrastructure and determines if the appropriate processes are adequate and in place to ensure that safety activities are carried out correctly and risks appropriately managed. 

None-existence of a holistic methodology, and the process supporting it, throughout the lifecycle safety analysis and management.
