Principles philosophy

The positive results and savings due to use of NDT and TD are hundred times grater than made investments. This is the main reason why the philosophy of safety management was changed, i.e. from the philosophy to react and correcf to the principle to predict and reduce the losses . The use of NDT and TD allows to foresee the results of economic-technical activity, to make mostly efficient decisions, to reduce the risks, to simulate mutual processes relations in technogenic, ecological and social-economical fields. 

In problem solving and process studies, the front-end work is important. Proper definition and direction developed at the beginning will assure meeting corporate goals in a timely fashion. This section establishes the type of study example to be used for illustrating principles and philosophy, and presents the basic items necessary to begin such a study.

The most celebrated textual embodiment of the science of energy was Thomson and Tait s Treatise on Natural Philosophy (1867). Originally intending to treat all branches of natural philosophy, Thomson and Tait in fact produced only the first volume of the Treatise. Taking statics to be derivative from dynamics, they reinterpreted Newton s third law (action-reaction) as conservation of energy, with action viewed as rate of working. Fundamental to the new energy physics was the move to make extremum (maximum or minimum) conditions, rather than point forces, the theoretical foundation of dynamics. The tendency of an entire system to move from one place to another in the most economical way would determine the forces and motions of the various parts of the system. Variational principles (especially least action) thus played a central role in the new dynamics. 

The considerations presented above were based on the specific assumption that the catalytic reaction of the serine proteases involves mechanism a of Fig. 7.2. However, one can argue that the relevant mechanism is mechanism b (the so-called charge-relay mechanism ). In principle the proper procedure, in case of uncertainty about the actual mechanism, is to perform the calculations for the different alternative mechanisms and to find out which of the calculated activation barriers reproduces the observed one. This procedure, however, can be used with confidence only if the calculations are sufficiently reliable. Fortunately, in many cases one can judge the feasibility of different mechanisms without fully quantitative calculations by a simple conceptual consideration based on the EVB philosophy. Alcoholics Anonymous (AA) is a self-help organization for people whose common goal is recovery from alcoholism, and it is the most widely accessed resource for individuals with alcohol problems (McCrady and Miller 1993). The philosophy is based on the concept of alcoholism as a chronic disease that cannot be cured, but one that can be halted by means of complete abstinence. AA has described 12 principles or steps to guide those in recovery. Twelve-step facilitation, a manual-based psychotherapy to promote AA participation (Nowinski et al. 1992), was equally efficacious, compared with cognitive-behavioral and motivational enhancement therapies, in a large study of treatments for alcohol dependence (Project Match Research Group, 1997). 

The idea of coupling variational and perturbational methods is nowadays gaining wider and wider acceptance in the quantum chemistry community.
