One Ninian stabilization train was commissioned to prove the plant and to provide gas for power and steam generation. Very early in the commissioning operation, however, severe foaming occurred in the second-stage (low-pressure LP ) gas/oil separator, which operated at 0 7 bar gauge [10 Ibf/sq in ], when the temperature of the initial dead-crude feed was raised to 9I4°F ]490°C. As a result, large quantities of crude were carried into ihe flare relief system. 

The HSW Act also established the Health and Safety Commission with responsibility for publishing specific health and safety regulations and the Health and Safety Executive which enforces the Act by means of an inspectorate with extensive powers that can lead to prosecution. With the completion of Heysham II and Torness, the UK s nuclear capacity will have reached nearly 13000 MW. It is worth noting that this is being achieved while the CEGB s original nuclear power stations at Berkeley and Bradwell are still in operation (commissioned circa 1962). The safety record of British nuclear power stations has been excellent and much of the credit for this must rest with the fine training standards which have been achieved through the use of the Training Centre at Oldbury. 

The manipulators and cameras have all been ordered and are programmed to be delivered to Heysham and Torness with sufficient time for commissioning, firstly on the Storage Test Training Facility (STTF)(this will not be available when the first manipulators are delivered), and then In the reactors on selected routes. Identical equipment will be supplied to both power stations and the Remote Inspection Project is responsible for managing the technical aspects of the Torness work on behalf of SSEB. 

During performance of the start-up commissioning, the plant operating staffhas the opportunity to obtain practical experience in the use of normal and abnormal operating procedures while the plant progresses through heat-up, criticality and power operations. This will build on their simulator training already completed.
