For humans, famphur is considered harmful or fatal if swallowed or absorbed through the skin, especially by children. Industry stakeholders—including some physicians and researchers—and others with conflicts of interest have slowed both the research and the recognition of MCS. Numerous episodes have occurred in which humans have developed drug-resistant nontyphoid Salmonella infections that have been traced to animal sources (23). These bacteria can be transmitted to humans in food or through direct contact with animals. Antimicrobial resistance limits the tlierapeutic options available to veterinarians and physicians for the subset of clinical cases of nontyphoid Salmonella that require treatment. A recent example is a clone of Salmonella typhimurium DT 104 with chromosomally encoded resistance to ampicillin, tetracycline, streptomycin, chloramphenicol and sulfonamides, which has become increasingly common in humans in England and Wales since 1990 (24). Since 1992, only Salmonella enteritidis has accounted for more cases of human salmonellosis than Salmonella typhimurium DT 104 (25, 26). Multiresistant DT 104 has currently emerged in several European countries (27-29) outbreaks have been also reported in the United States in both cattle (30) and humans (31). 

Note The testing is to provide meaningful information for human risk assessment and product labeling that informs physicians and patients about risks. 

The legal basis for an IND was set up in the 1962 amendments. It is unlawful to transport an unapproved drug across state lines unless FDA has issued an exemption. The IND is technically an exemption from the requirements of an NDA. Dmgs labeled Not for human use are also exempt from the NDA requirements, before being transported, but carry regulatory restrictions. Note that technically and legally these regulations apply just as much to noncommercial research physicians, for example in universities, as to pharmaceutical companies. 

The procedures for assuring quality of clinical trials have evolved over the past 30 years, culminating in several published guidelines. There are three key GCP documents - the GCP guidelines of the International Conference on Harmonisation of Technical Requirements for the Registration of Pharmaceuticals for Human Use (ICH), the Code of Federal Regulations (21 CFR) of the United States, and the Declaration of Helsinki. In today s global climate, the pharmaceutical physician should work to ICH GCP, of which the Declaration of Helsinki is the foundation. 

There is now such a desperate need for humanity to improve its navigational skills on the ocean of life that any aid which can hasten the process should be entertained. Consciousness-altering drugs may be drastic measures, but what could be more drastic than the problems now engulfing the planet Physicians seldom hesitate to prescribe medicines for sickness of the body.
