Perpetration

The history of our concept of the atom is as exciting as a crime thriller, and for two reasons. First, there were only indications for the existence of the different atoms. This is still true today, as the pictures of the atom that have by now been seen by everyone are only visualized measurement data. There are no eyewitnesses. Second, there are no clues regarding a perpetrator or motive. Who created the atom and its laws as they are Were... 

The earliest and most important decisions of the War Refugee Board involved Auschwitz. Our first job was to get the doomed out of Poland. "And we ve got to tell the perpetrators we know we ve got to warn them that we know they know and that one day they will be punished." Was this secondary purpose in vain ... 

Human history—and the human present—is full of racism, xenophobia, hypemational-ism, and other tragedies stemming from beliefs about human populations. In the past, some of those tragedies have been perpetrated by, or aided by, the misuse of scientific information. All those involved in the HGD Project must accept a responsibility to strive, in every way possible, to avoid misuse of the project data, [emphasis in original] (HGDP, 1994). 

Flomicides have been committed under the influence of LSD and other drugs of this type, although these agents are not intrinsically likely to unleash violent behavior. Rather, the disinhibiting effects may remove constraints or violence already present in an individual. I have encountered instances of persons accused of homicide who claimed that the crime was perpetrated under the influence of hallucinogens. Unfortunately, it is not possible to substantiate such claims. Some, however, strain one s credulity and suggest that this type of plea of diminished responsibility is often misused. 

Involvement in accidents or acts of violence, either as a victim or as a perpetrator... 

When the law requires You to step forward as a witness, be always a person of science. It is not for you to avenge the victim, to save the innocent or destroy the perpetrator. Your sole duty is to bear witness within the limits of Your knowledge and Your professional abilities. 

Other adversaries that must be considered as applicable include those capable and interested in perpetrating a full spectrum of security acts. These may include outside parties or insiders or a combination of the two working in collusion. 

Negative employee moral may manifest itself in an aspect of direct damage to company equipment as retribution. These effects may be disguised as accidental events in order to avoid persecution by the individuals involved. Other incidents may be perpetrated by outright terrorist activities. Incidental effects may develop into catastrophic incidents unbeknown even to the saboteur. The design of facilities should account for periods when management and labor relations may not be optimum and opportunities for vandalization could easily avail themselves. Where terrorist activity is ongoing suitable preventive measures must be instituted (i.e., increased security measures, barricades, etc.). 

Terrorism is premeditated, politically motivated violence perpetrated against non-combatant targets by sub-national groups or clandestine agents, usually intended to influence an audience. 

In the fall of 2001, letters containing a sophisticated and lethal form of powdered anthrax were sent to news media outlets and two democratic senators (the letters to the two senators were more highly refined and therefore more deadly). Of the eleven victims of inhalational anthrax, six survived. Eleven people also came down with cutaneous anthrax. Thousands of potentially exposed individuals were prescribed the antibiotic Cipro. The perpetrator is still unknown. This attack demonstrated that an individual could create highly refined anthrax spores, which, if disseminated properly, could infect hundreds, thousands or more. What is less clear is whether the perpetrator or any other terrorist could produce larger amounts (kgs) of anthrax and efficiently disseminate the spores over a wide area. The suspect gave a plausible explanation for his presence at the scene, so the police decided to look elsewhere for the perpetrator of the crime. 

However, I remain responsible for errors or mistakes which have been perpetrated in what I hope will be the first of many editions of a book which is written with the clear and unequivocal objective to incite students coming from either a biology or chemistry background, not to forget those coming from medical or environmental formations, to develop their interest in the extremely important role that metals play in biology, in medicine, and in the environment. 

Direct notification by perpetrator. A threat may be made directly to the chemical plant, either verbally or in writing. Historical incidents would indicate that verbal threats made over the phone are more likely than written threats. While the notification may be a hoax, threatening a chemical plant is a crime and should be taken seriously. 

Notification by law enforcement. A chemical facility may receive notification about a threat directly from law enforcement, including local, county, state, or federal agencies. As discussed previously, such a threat could be a result of suspicious activity reported to law enforcement, either by a perpetrator, a witness, or the news media. Other information, gathered through intelligence or informants, could also lead law enforcement to conclude that there may be a threat to the chemical facility. While...

Hence, the presence of trace impurities, which either pre-exist in pristine electrode and bulk electrolyte or are introduced during the handling of the sample, could profoundly affect the spectroscopic images obtained after or during certain electrochemical experiments. This complication due to the impurities is especially serious when ex situ analytic means were employed, with moisture as the main perpetrator. For cathode/electrolyte interfaces, an additional complication comes from the structural degradation of the active mass, especially when over-delithiation occurs, wherein the decomposition of electrolyte components is so closely entangled with the phase transition of the active mass that differentiation is impossible. In such cases, caution should always be exercised when interpreting the conclusions presented.
