Standards in safety are referred to as measurable management performances. Standards are set for the level of work to be done to maintain a safe and healthy environment free from actual and potential accidental loss. Standards are established in writing for all the safety and health management systan elements. Without standards the management program has no direction or safety expectations established. (If you don t know where you re going, any road will take you there.)... 

A safety management system must be consistent with other program requirements. A balanced program attempts to optimize safety, performance, and cost. Safety system program balance is the product of the interplay between the system safety and the other program elements of cost, schedule, and performance. Refer to Figure 1-4 to understand how the injury cost affects these elements. 

Memory hierarchy management Every modem computer has a cache hierarchy, designed to reduce the average amount of time required to retrieve a value from memory. To improve the performance of programs, many compilers transform loop nests to improve data locality—i.e., they reorder memory references in a way that increases the likelihood that data elements will found in the cache when they are needed. To accomplish this, the compiler must transform the loops so that they repeatedly iterate over blocks of data that are small enough to fit in the cache. 

We will eliminate all duplication of effort within our PSM and ESH systems by integrating the elements, programs, and management processes wherever possible. We will achieve this integration by using Quality Management principles to design new systems. We will measure our improvement in terms of fewer resources, quicker response to new demands and improved PSM and ESH performance. 

The PSM Standard is a performance-oriented standard that requires the employer to prevent catastrophic releases from covered processes by executing a 14-element safety program. All processes with highly hazardous chemicals are required to have a management system that addresses each element of the standard. 

Management interviews and the examination of program documents and records reveal whether the safety and loss prevention program contains essential elements with written standards of performance based on Dow s best global know-how.
