The steps you need to take to deal with specific problems will vary depending on the nature of the problem. The part that can be proceduralized is the planning process for determining the preventive action needed. A typical process may be as follows ... 

Goals set for PSM at the senior management level will tend to be very broad, as distinct from the far more specific objectives a PSM champion will establish as part of the planning process. These broad goals help define the company s position with regard to a PSM initiative and provide a focus for achieving consensus. 

As you near completion of each PSM element s modification or redesign, it s useful to check results against the criteria you established as part of developing your plan. You may find it helpful to review the plan at intervals, and to revisit Section 3.2, which discusses PSM criteria. The site selection phase is only part of the planning process if the network design selected in the previous phase requires the selection of a new site for construction or the choice between several existing sites for expansion, closure or relocation. If a new plant is to be constructed in a country where the company already operates one or more sites, as previously discussed it will usually choose to locate the new plant at an existing site to realize economies of scale. For this reason, it makes sense to examine the costs and benefits of making improvements in your environmental, health, and safety programs. Make the HSE area part of your company s planning process, so that change can be proactive rather than reactive. Develop a schedule of implementation, as it is difficult to tackle all of these areas at once. You will need to decide whether to develop the expertise internally or seek outside assistance to devise and accomplish your plan. Training is readily available if you want to do it yourself, and there are many capable consulting firms ready to assist. 

A crucial management task is to project where the pharmacy should be in the future and consider the steps needed to achieve this goal. A vital part of this planning process is to create budgets that act as tools to facilitate these business decisions.
