This is simply called the Containers and Packaging Recycling Law, applying to glass bottles, steel and aluminum cans, and plastic containers and packaging. In this law. 

Businesses that manufacture or use the relevant containers and businesses that use the relevant packaging, bear the obligation to recycle. Businesses may also transfer the exercise of the obligation to recycle to the Japan Container and Package Recycling Association (JCPRA), the designated corporate body. Ultimately, they have to pay to recycle their plastic waste.

The waste plastics utilized at the SPR plant are the household waste plastics specified by the Containers Packaging Recycling Law and marked as recyclable on the each of the products. The waste plastics are discharged at curbside by residents once per week, and collected, sorted, compacted in bale form by the local government, which then snpplies the SPR plant.

Milk and water bottles are the highest value type of recycled postconsumer HDPE because their lack of pigment permits them to have a wide variety of potential uses. They also have the highest recycling rate of HDPE containers, 31.4% in 1998 in the United States. The overall HDPE packaging recycling rate in 1998 was 10.3% [1]. The HDPE bottle recycling rate was 30.7% in 1998 but fell to 29.7% in 1999. The amount of HDPE bottles recycled in 1998 increased to nearly 750 milUon pounds but did not increase as fast as production [4].
