Cranes are any lifting machine and associated parts where the movement of the load is not restricted by guides or rails. The description includes permanent fixed installations in buildings such as overhead traveling cranes, temporary installations typically found on construction and building sites, self-contained mobile cranes and hand-operated chain pulley blocks. 

A common example of the technique in factory environments is the bare conductors running at height along a wall, which are used to provide power to an overhead travelling crane the crane has power pick-offs that run along the conductors as the crane moves, to provide power to the drive motors. This technique is satisfactory so long as there is no easy access to the bare conductors from the crane structure or, for example, from ladders placed up against the wall. 

Many accidents have happened, and continue to happen, when somebody working on or near a system that has been made dead experiences an electrical injury when the system is unintentionally switched on. This could be, for example, an electrician working on a system, or painters working in the vicinity of an overhead travelling crane s uninsulated power conductors. The aim of Regulation 13 is that measures should be taken to prevent this happening.

Other special circumstances where a permit system is appropriate include work on overhead travelling cranes and on chemical plant. Contractors should be aware that, for these cranes, analysis of accident causes shows that an effective safety system must prevent the crane from approaching those working in the area. Complete electrical isolation together v/ith the use of stop blocks on the crane tracks are the precautions required to achieve this.
