The Office of Pollution Prevention and Toxics (OPPT) has developed a series of methods, databases, and predictive models to help in evaluating what happens to chemicals when they are used and released into the environment. These tools are intended to be used by scientists and engineers famihar with exposure assessment principles. 

The TSCA program is federally managed, run by US-EPA and is not delegated to any state agency. The law is overseen by the US-EPA Office of Pollution Prevention and Toxics (OPPT).

Test guidelines are developed by various national and international organizations. Table 12.4 lists the OECD and U.S. Environmental Protection Agency (EPA) Office of Pollution Prevention and Toxics (OPPT) guidelines. It also lists experimental conditions, analytical methods, and criteria for whether a chemical is considered to be biodegradable (pass) and non-biodegradable (fail), when applicable.

Nitrobenzene is an industrial chemical. Most of the nitrobenzene produced in the United States is used to manufacture aniline. Nitrobenzene is also used to produce lubricating oils such as those used in motors and machinery. A small amount of nitrobenzene is used, sometimes as a solvent, in the manufacture of dyes, polishes, paints, drugs, pesticides, and synthetic rubber (Office of Pollution Prevention and Toxics, OPPT).

The concept of Green Chemistry was introduced in the early 1990s in the USA. After the introduction of the US Pollution Prevention Act, the Office of Pollution Prevention and Toxics (OPPT) explored the idea of developing new or improved chemical processes to decrease hazardous to human health and the environment. In 1991, OPPT launched a research grants program called Alternative Synthetic Pathways for Pollution Prevention. This program was focused on pollution prevention in the design and synthesis of chemicals.
