Glue sniffing exploded in Singapore between 1980 and 1991. The Central Narcotics Bureau of Singapore reported 24 cases of inhalent abuse in 1980. In 1985 the reported cases rose to 1,005. Recently, in South America, researchers found that almost a quarter of children of low-income families in Sao Paulo, Brazil, had inhaled a volatile substance at some time in their lives, and 4.9% had done so within the previous month. In Mexico, researchers who conducted a survey of street children found that 12% had started using glue regularly by the age of nine. [Pg.261]

Such scandalous relationships are not much of a surprise in the region. At the time of the 1973 Thai coup, the premier s son and chief of the narcotics bureau, Narong Kittikachom, was found to be a prominent investor in drag wholesaling. [Pg.85]

A year of considerable importance to this history is 1930, when Treasury Secretary Andrew W. Mellon appointed his niece s husband Commissioner of the newly created U.S. Narcotics Bureau. Harry J. Anslinger reigned as Commissioner for three decades. Anslinger was to the inhibition of Cannabis use what Andrew Comstock had at the turn of the century been to the inhibition of American sexual freedom. Although not particularly concerned about marijuana when he took office, he soon became obsessed with "the evils of this weed, seeing a curse for humanity in the leaves and flowers of the Cannabis plant. [Pg.260]

In May 1953 White became Subproject Three of M K U L T R A, his job to provide the environment in which the Cl A could test drugs on unsuspecting victims. Under an assumed name he rented an apartment in Greenwich Village, New York City, which the CIA then fitted out with microphones and two-way mirrors. White then engaged prostitutes to lure men back to the apartment, where their drinks would be doctored with drugs like cannabis concentrate and LSD. Then in early 1955 the Narcotics Bureau, who were still his notional employers, transferred White to San Francisco. [Pg.121]

The use of atrocity stories to legitimate forms of control is, of course, a technique well known to moral entrepreneurs. Becker quotes a story of an entire family being murdered by an addict which was used by the Federal Narcotics Bureau in campaigning for the Marijuana Tax Act (op. dt. p. 142). Advocates of LSD control similarly use stories of trippers walking in front of cars or stepping out of twenty-storey windows. A chemist from the Federal Bureau of Narcotics and Dangerous Drugs, who was in Bolivia to observe clandestine cocaine operations, related the following step-by-step procedure for manufacturing cocaine. The method can be conveniently divided into three major steps (1) extraction of cocaine from the leaf and chemical conversion to the sulfate (2) treatment of cocaine sulfate with potassium permanganate and conversion to the free base (aka paste) and (3) conversion of the paste or free base to cocaine hydrochloride. In general, steps (1) and (2) are carried out in sulfate labs while step (3) is performed in crystal labs. [Pg.162]
