President Herbert Hoover creates the Federal Bureau of Narcotics, headed by former Prohibition agent Harry Anslinger. Anslinger focuses much of his efforts on combating the growing popularity of marijuana among Mexican immigrants and jazz aficionados.

It is interesting that the only English translation of Agri-cola s work, published in 1912, was made by former President Herbert Hoover, a mining engineer by profession, and his wife. With illustrations taken from the original, a handsome edition is available from Dover. 

The word "paramount" was carefully chosen for the ASCE and NSPE Codes to make absolutely clear that this duty transcends all others. The implications of this duty are immense with regard to waterways projects. How ironic, then, that Herbert Clark Hoover, thirty-first president of the United States (1928-1932), is now principally remembered for his failure to ease the hardships of the Great Depression. Very strict ethical values inculcated in early childhood and reinforced by his own very early independence (and subsequent success) made widespread federal aid, particularly to the urban unemployed, anathema to him. He was widely regarded as distant from the suffering populace. And so, sadly enough, hooverville, " a shanty town populated by the unemployed poor, is a word both more recent and more widely remembered than hooverize. ... 

When Bush met Hopkins, though the presidential aide was a liberal Democrat and the Carnegie president an admirer of Herbert Hoover and a self-styled Tory, something meshed, writes Bush, and we found we spoke the same language. Hopkins had a scheme for an Inventors Council. Bush countered with his more comprehensive National Defense Research Council. Each of us was trying to sell something to the other. Bush won.
