This extract, taken from the prosecution address at the trial of James Muspratt for public nuisance in 1838, indicates that very early on in public debate on chemical pollution, the chemical industry was making the claim that the pollutants emitted by their operations were not only harmless to public health, but might even prove beneficial. On this occasion, the court clearly treated the claim with some amusement. In practice, however, the debate was not so easily won, and the issue of health and chemical pollution remained an arena of continued contestation to the end of the century. Medical opinion failed to produce the consensus necessary to achieve an end to the controversy. ... [Pg.132]
