Mobility audits are carried out to check that people with disabilities are not disadvantaged in any way by a scheme design. The audits consider the provision for visually and hearing-impaired pedestrians, wheelchair users and mobility-impaired people. The publication Inclusive Mobility is a useful point of reference for anyone carrying out these audits. VII. Risk and other factors Different macro studies have shown that the risk of crash will increase by other factors such as poor visibility, using hand-held mobile telephones, dark conditions, wet roads and roads that are covered with snow or ice (Elvik Vaa, 2004), (Evans, 1991). There is an inverse relationship between accidents and the average gasoline prices (Hakim et al., 1991). It seems that an increase in the price of gasoline reduces the number of trips and the exposure. Similarly, there is an inverse relationship between number of accidents and the number of driving licenses delivered (Van and Wets, 2003). Moreover, the road safety audit process is shown to have a clear impact on the number of accidents (Proctor etal., 2001). However, there is lack of data concerning all these factors and they are not available in many countries. 

If the carrier has an electronic mobile communication/tracking system that does qualify, the carrier must retain and be prepared to present all supporting documents listed in Question 10 during an investigation or audit. 

For carriers that use an electronic mobile communication/ tracking system that does not meet the standards, there is one word of warning. The records from these non-qualified systems must still be retained for six months and can (and will) be requested and used as supporting documents during an investigation or audit. The fact that the system does not qualify only means that the carrier cannot use it to ease the supporting documents recordkeeping requirements. 

Road Safety Audit considers the safety of all road users and in particular vulnerable road users such as the visually and mobility impaired, cyclists, pedestrians, equestrians, motorcyclists, children and the elderly. 

This is an excellent folder full of ideas for working with pupils who move frequently. It gives praaical examples and guidance for reducing the impact of mobility, raising standards and improving achievement and inter-agency collaboration. It also contains a toolkit of sample documents that can be used in schools as well as case study material. The CD, Chapter 5 Example 4 is the pupil mobility school self-audit framework which schools can adapt to their needs.
