Most Americans agreed with Joy and the conclusions of the lOM report. In a nationwide Gallup poll conducted in 1999 after the report was published, 73 percent favored making marijuana legal for doctors to prescribe to suffering patients. 

As the research continues, the doctors who would be affected by legalizing medical marijuana remain almost evenly divided on the topic. In April 2001, in response to a question about whether doctors should be able to prescribe marijuana legally as a medical treatment, 36 percent of the physicians surveyed thought they should, 38 percent thought they should not, and 26 percent were neutral.

Other Substances. Driving under the influence of alcohol cases are compHcated because people sometimes consume alcohol with other substances (11—13). The most common iUicit substances taken with alcohol are marijuana and cocaine (see Table 1) (14). In combination with alcohol, some dmgs have an additive effect. When a blood or urine alcohol sample is tested for alcohol and the result is well below the legal concentration threshold yet the test results are not consistent with the arresting officers observation that the subject was stuporous, further toxicological tests for the possible presence of dmgs are indicated. 

Cannabis sativa, one of the oldest plants farmed by man, has been known for its medicinal properties for at least four millennia (Peters, 1999). The psychoactive-euphoric effects of this plant, as well as its facile and wide climatic range of cultivation, have rendered it a very popular recreational drug. Today, cannabis, or marijuana, is still the focus of strong social, legal, and medical controversy over its therapeutic utility. 

In addition, societal expectations about substance use seem to be related to the susceptibility of societal members to experience drug-related problems. Many respected researchers believe that exposure to responsible substance use in society early in life may promote more moderate substance use in those societies where such behavior is sanctioned. One striking example is the Netherlands, which legalized marijuana use in coffee shops two decades ago but currently has lower marijuana abuse rates than the United States. We have no idea whether this kind of societal exposure would work with more potent substances than marijuana, although the same results have been found for alcohol in France, which has a much lower cirrhosis rate than the United States even... 

As a whimsical aside, those who want ammunition to support the legalization of marijuana and LSD (or other psychedelic dmgs) may draw comfort from the extremely low death rate in volunteers who received LSD only 1.0 death instead of the expected 7.1. If one combines cannabis, LSD and other dmgs subjects, there were only 5 deaths among 516 volunteers. The expected number is 21.1. (This might even be statistically significant )...
