Second, meanwhile, no international guidelines have been provided for the manufacture, marketing, and distribution of household insecticides on such a level as those of agricultural chemicals, and not even manufacturing registration is required in some countries. Of course, the minimal required toxicity studies are conducted with synthetic pyrethroids for household insecticides to examine absorption, distribution, metabolism, and genotoxicity in animals. 

The other reason for a prominent PTS pollution is, India is yet to formulate a comprehensive policy on pesticides and other chemicals. The Insecticides Act, 1968 does regulate the manufactures, registration, use, export and import of pesticides in the country but does not have much control on its consumers. There are many other policy decisions and Acts on environmental management in India which will be discussed later in this chapter. India has already banned the use of 9 of the 12 POPs slated for ultimate elimination from the world use in a United Nations treaty adopted in Stockholm on May 23, 2001. The three remaining POPs include PCBs, DDT and dioxins and furans.

REACH is currently in the process of implementation. Part of the REACH strategy includes shifting a substantial amount of the chemical safety responsibilities from public authorities to manufactures. Registration deadlines are determined by the amount of a compound a company manufactures per year. For example, the deadline for substances produced at greater than or equal to 100 tons per year is June 2012, while the deadline for those produced at 1 ton or more per year is June 2018.

A manufacturer of dmg chemicals is required to register with the FDA, and is subject to FDA inspection at least once every two years. Some manufacturers who make chemicals that incidentally are dmgs are impelled to drop the dmg designation from their labeling in order to avoid the exposure to inspection that registration entails. 

A Methylolhydantoins. l,3-Bis(hydroxymethyl)-5,5-dimethyIhydantoia [6440-58-0] is used extensively as a preservative in cosmetic and industrial appHcations, and carries EPA registration for the industrial segment. It is available in soHd and in aqueous solution forms, including low free formaldehyde versions of the latter. A related derivative, l,3-bis(hydroxyethyl)-5,5-dimethyIhydantoia [26850-24-8] is used in the manufacture of high temperature polyesters, polyurethanes, and coatings, offering improved heat resistance, uv stabiUty, flexibiUty, and adhesion. 

Prior to the 1990s phenyhnercuric acetate was the primary bactericide and fungicide in latex and waterborne paints. Because of the increasing concerns of mercury toxicity and the potential for high consumer and occupational exposures to mercury when present in paints, the U.S. Environmental Protection Agency (EPA) induced U.S. manufacturers of PMA and other mercury compounds to withdraw their registrations for use of these substances as biocides in paints (see AIercury). Mercury compounds are used only for very limited, specific purposes, such as the use of phenyhnercuric mXx.2LX.e[55-68-5] as a bactericide in cosmetic eye preparations (see Cosmetics). 

Since 1994, the automotive industry in the USA and Europe has been operating quality system certification schemes that extended the requirements of ISO 9001, ISO 10011, and EN 45012. One of these schemes was addressed by my QS-9000 Quality S /stems Handbook, published in 1996. In the same year the automakers of the USA and Europe formed the International Automotive Task Force (lATF) which, in cooperation with the technical committee of the International Organization of Standardization (TO 176), produced ISO/TS 16949. Use of and registration to this new standard is currently voluntary. It is intended that following the first revision to incorporate ISO 9000 2000, the ISO/TS 16949 certification scheme will be mandated by all major vehicle manufacturers on their Tier 1 suppliers. As a result, the standard will be cascaded along the supply chain, ultimately reaching all suppliers to the global automotive industry.
