Management commissioning activities

Both the Tsumeb and the Metaleurop plants had teething troubles during start-up. Ausmelt direct involvement in the commissioning activities was limited to the provision of a small number of commissioning shift support personnel. In both projects, the Ausmelt package was a component deliverable within an overall project controlled and managed by the client.

Regarding the schedule, the commissioning coincides with the residual work of the assembly. In many cases, at least the function tests can be started in some fields in which assembly is almost completed. The person mainly responsible for the commissioning activities is the commissioning manager who should be able to use their considerable experience gained in other projects. Commissioning, too, is subjected to a time schedule that should be adhered to. 

Each of the commissioning activities must be broken down into a number of manageable tasks. And for each task a schedule needs to be established with benchmarks for monitoring purposes. The rale of commissioning is measurable...

Shortly thereafter, on February 10, Dr. Alton G. Keel, Jr., Associate Director of the Office of Management and Budget, was appointed Executive Director. Dr. Keel began gathering a staff of 15 experienced investigators from various government agencies and the military services, and administrative personnel to support Commission activities. 

Many policies and practices have been adopted by European countries for the management of contaminated sites. Information about the various national polices, the technical approaches for risk assessment, and the progress of rehabilitation activities in Europe has been compiled in the framework of two European networks—CARACS (Concerted Action for Risk Assessment for Contaminated Sites) and CLARINET (Contaminated Land Rehabilitation Network for Environmental Technologies)—which were funded by the European Commission. A detailed description of European national policies can be found in relevant publications2 3 and in the CLARINET website (http //www.clarinet.at). 

A management board, consisting of representatives of each EU member state and representatives of the European Commission and European Parliament. This group functions mainly to coordinate EMEA activities and manage its budget. 

Food Safety and Inspection Service (FSIS) sets standards for food safety and inspects meat, poultry, and egg products produced domestically and imported. The Service inspects animals and birds at slaughter and processed products at various stages of the production process, and analyzes products for microbiological and chemical adulterants. FSIS also informs the public about meat, poultry, and egg product food safety issues. FSIS works with the Research, Education and Economics mission area on food safety research issues and the Animal and Plant Health Inspection Service on instances where animal diseases impact food safety. FSIS also facilitates the management of US activities pertaining to the Codex Alimentarius Commission, an international organization created by the United Nations, to promote the health and economic interests of consumers while encouraging fair international trade in food.
