Lock downs

A determination should be made as to what chemical processing opera-tion/facility should be immediately locked down, which specific access control procedures implemented, what initial security perimeter established, and whether a possible secondary malevolent event may occur. The initial act may be a diversionary act. 

One practical example of the consequences of change control is that in the regime of system/instrument change control, hardware, software and operational aspects such as routine operation, maintenance and data integrity are locked down in fixed configurations. Any modification that has not been anticipated in the initial qualification requires testing and documentation. 

Analytical change control is the monitoring of any changes to analytical methodology, which has to be justified and evaluated for its performance and impact on the quality of the product. For process analytical methods, the change control approach requires significant documentation and can impede the efficient optimization of the method in the early phases of implementation if parameters have to be locked down based on an insufficient data set. 

It is important to appreciate that some data may be transient and will never be stored to durable media, while other transient data may be processed to derive data before being stored. Both transient and stored data must be protected from unauthorized, inadvertent, or malicious modification. It is expected that a register of authorized users, identification codes, and scope of authority of individuals to input or change data is maintained. Some computer systems lock-down data, denying all write-access. Secnrity arrangement is discussed in detail elsewhere in this chapter. 

Data Historians should be vahdated. Data must be protected from unauthorized and unintentional modification. This might be achieved through locking down data (i.e., no subsequent write permissions given after data created). The requirement for any audit trails needs to be specified. Data retention requirements need to be defined in accordance with company policy and regulatory requirements. Software used to retrieve data should be validated. Any dependencies on storage media need to be understood and managed. Backup and restore are key processes. System interfaces should also be specified and tested. 

In summary, the past four years have witnessed a virtual revolution in the technology of stratospheric free radical and trace specie detection techniques. Sensitivities unparalleled even in the laboratory are now becoming available. If the medical treatment facility (MTF) or hospital becomes contaminated with chemical agent, not only does it become useless to render care, but it also exposes the staff and all other patients to chemical contamination. All precautions must be used to avoid this issue. Only very limited access to the hospital or MTF should be permitted. At most, only one or two entrances to the hospital should be used by incoming patients and employees. At these entrances, proof of decontamination or noncontamination, in the form of checking the individual with a chemical agent monitor (CAM) for contamination, must be presented before admission. AU other entrances must be locked down. Security guards posted on the inside of aU entrances would prevent unauthorized entrance from outside. Remember, people exiting the hospital could hold the door open to admit contaminated individuals from the outside. 

All hospital plans should include provisions for a proportionate response to the arrival of contaminated casualties, with procedures for rapid lock-down and establishing entry and exit restrictions. Most ambulance service plans already provide for sending an immediate alert to all hospitals designated to receive casualties whenever a major incident is declared. Although patients may have already self-evacuated before the emergency services arrive, ambulance plans should also provide for warning all...

Du, Fischer, and Winey (2003) and Zeng et al. (2010) used both methods in attempts to produce the PMMA/carbon nanotube (CNT) nanocomposites. They found ASP resulted in better CNTs dispersion.
