Local transactions, i.e., transactions involving only one access point, can be added quite easily to most schemes. For instance, a transaction where the signer asks how many messages can still be authenticated at a certain access point is useful. Recipients might also be interested to know with which signers they have already carried out initialization and what authenticated messages they have received. 

When owners wish to build a new source which will add a specific amount of a specific pollutant to an area that is innonattainment with respect to that pollutant, they must, under U.S. federal regulations, document a reduction of at least that amount of the pollutant from another source in the area. They can effect this reduction, or "offset," as it is called, in another plant they own in the area or can shut down that plant. However, if they do not own another such plant or do not wish to shut down or effect such reduction in a plant they own, they can seek the required reduction or offset from another owner. Thus, such offsets are marketable credits that can be bought, sold, traded, or stockpiled ("banked") as long as the state or local regulatory agency legitimizes, records, and certificates these transactions. The new source will still have to meet NSPS, BACT or MACT, and/or LAER standards, whichever are applicable.

At the societal level, they imply an anemic view of justice, as London pointed out. They rebuff any commitment to a substantive theory of justice. They only require procedures such as the approval by the community and/or the local research ethics committee. What is more, they do not commit themselves to basic conditions for such procedures to be acceptable. They naturalize the extreme and desperate situation of such communities as the baseline. Furthermore, they do not recognize the influence this baseline condition may have in the bargaining process. They force people to expose themselves in order to achieve or protect such basic goods as health or life. This fact seems to put the research subject in an unfair position or, as Ballantyne (2004) has argued, in a situation of exploitation a mutually advantageous exploitation. This means that research (or any transaction) can be simultaneously mutually beneficial and yet also unfair. 

It is difficult today to determine what value such coins had in ancient times, but it is certainly apparent that these were the small change of their era and locale. Roman coins were available and used throughout the Roman Empire, but these coins were used within the smaller, localized area of influence of the Herodian kings (2). Whether Herodian coins were used in other transactions besides those involving the Temple treasury is also difficult to determine exactly. But it seems logical to conclude that there was most likely other local, commercial uses for such coinage as well (I, 2). 

Residents in Nadezhda and other dacha communities, summer camps, and spas in the vicinity were also alarmed by the news that a private company had purchased a significant piece of property in the woods adjacent to these communities.
