The expressed intent of the Occupational Safety and Health Act (OSHA) originally enacted in 1970 is to assure so far as possible every working man and woman in the Nation safe and healthful working conditions and to preserve our human resources.. . The act presently affects approximately 6 million workplaces and 70 million employees. Over 500 amendments to the Act have been introduced since the original legislation. A recent printing of the OSHA standards can be found in Title 29, Chapter XVII, Part 1910 of the Code of Federal Regulations. 

But the formal creation of a new legislative framework is only a first step defining how to apply new laws — as well as allocating the funds and human resources necessary to translate these principles into reality and to monitor their implementation — remain major challenges. In some cases, further analysis of legislative trends and increased cooperation will be necessary to avoid discrepancies in the policies of the EU Member States and the candidate countries.

The Society for Human Resource Management (SHRM), founded in 1948, provides services to more than 60,000 members. SHRM produces several professional publications, including the monthly HR Magazine. The society promotes a certification program administered by the Human Resource Certification Institute. Candidates may apply for certification as a professional in human resources (SPHR) or senior professional in human resources (SPHR). Certification requires experience in an exempt HR position and successful completion of a certification examination. The society holds an annual conference and exposition, an employment law and legislative conference, a leadership conference, and a diversity conference. 

By the middle of the 20th century, then, the hrst legislation designed to protect human health and the natural environment had been passed in the United States and other developed nations. Some effort to protect the quality of air, water, and other natural resources was being made. 

Despite the benefits from stringent legislation and advances in environmental technology, the increase in the fleet of automotive vehicles and overpopulation in urban areas results in bad ah quality. It is estimated that up to 45% of Europe s urban population remains exposed to particulate concentrations above limit values, and up to 30% to ozone concentrations above target levels that assure human health protection. Burn Centers Are a Unique National Resource. Given the unique nature of burn care and the nationwide availability of highly specialized burn care systems established to address the complex nature of burn injuries, burn centers have been specifically recognized in federal bioterrorism legislation, with subsequent action of the U.S. Department of Health and Human Services (HHS) to incorporate burn centers in state and local disaster plans. Furthermore, although most burn surgeons have the expertise and training to treat burn—as well as trauma— victims in the event of a mass casualty, the reverse is not necessarily so, which supports the need for unique benchmarks to ensure that the needs of the burn-injured are met in the event of a terrorist incident. 

Most attention on the needs of children with respect to disaster planning has been seen in two federal agencies, both within the U.S. Department of Health and Human Services (HHS). The Health Resources and Services Administration has been actively promoting the incorporation of pediatric considerations in state-based disaster plans. This is an ongoing process, consistent with the language of federal bioterrorism preparedness legislation, which has required the inclusion of children s needs in state disaster plans. 

The essence of the regime is that land should be fit for purpose and that substances in, on or under land should not threaten human health or environmental resources such as groundwater and ecosystems. Chemical control in the Philippines is covered by the 1990 Toxic Substances and Hazardous Wastes Control Act (TSHWCA). The rules and regulations of this Act cover import, manufacture, processing, handling, storage, transport, sale, distribution, use and disposal of chemical substances and mixtures that present an unreasonable risk to human health or the environment. However, chemicals controlled by other Philippine legislation are not covered by TSHWCA. The Act is administered by the Department of Environment and Natural Resources (DENR).
