Legislation Guidance

This Committee published its own technical rules, many of which were later incorporated into British Standards. It continues to make an active contribution to standards, guidance notes, legislation and international policy on inspection. Some independent inspection bodies have no connection with insurance but many do, and these companies have the advantage of feedback from an analysis of insurance claims. 

Under the Commission s guidance, these will enforce legislation in certain areas of employment. In general, theirs will not be industrial activities. 

In addition to the legal texts, you will also encounter guidance documents issued by the agencies involved in application and enforcement of legislation and other interested parties. 

The pharmaceutical unit is the more active of the units as there is much greater use of EU-centralised procedures in drug regulation compared to devices. However, the activities of both units can be broken down under four main headings legislation support and guidance external relations and information technology. 

The text will be based on an interpretation of the legislative requirements and will include consideration of many of the available guidance documents. Bioreactor landfill operations should comply with RCRA landfill facility standards under 40 CFR Part 264. It should be noted that SARA strongly recommends on-site treatment that permanently and significantly reduces the volume, toxicity, or mobility of hazardous substances, and utilizes cost-effective permanent solutions. The legislation prohibits land disposal of hazardous wastes unless U.S. EPA determines otherwise. U.S. EPA guidance for CERCLA responses requires most on-site disposal actions to attain or exceed applicable and relevant standards of all Federal public health and environmental laws unless specific circumstances dictate otherwise. 

Criteria which are suitable for regulatory purposes, to cope with a reduction of the risk complying with the EU regulations, the REACH legislation provides a good guidance on the requirements, since QSAR models are explicitly mentioned within the law, in Annex XI. 

The TAN BREF document is at the moment revised, but a new version is expected to be adopted by the end of November 2012. The document contains information about the leather industry in general, the leather industry in EU, conventional technologies used, BAT and also emission levels which are possible to be achieved by the use of BAT. The document includes information of substitution of chemicals in the industry. However, the document does not specifically address human health risks due to chemicals in the products since that subject is covered by other legislation within the EU. However, the document gives guidance on use of alternative chemicals as an alternative to the use of several problematic chemicals. 

Consequently, the environmental risk assessment (ERA) of medicinal products has to be evaluated and appropriate legislation and regulatory guidance has been issued in the European Union (EU). Recently, Directive 2001/83/EC [12], as amended by Directive 2004/27/EC [13], requires an evaluation of the potential environmental risks to be performed for every application for each active ingredi-ent/excipients from every medicinal product to be authorized. Certain regulations contained in the air legislation and also in the annexes to the Waste Water Ordinance include the substitution of hazardous substances as the best available technology and thus attempt to put into operation the precautionary principle (cf UBA texts 88/99, Guidance Manual for Formulators and Other Professional Users of Chemicals). 

In addition, the ECB is currently providing support to the implementahon of the new chemical legislation REACH. In parhcular, the ECB is coordinating the process of developing guidance documents, software tools, and infrastmcture, enabling a smooth start of REACH for aU stakeholders.
