Neither the state of Kentucky nor the state of Colorado has specific requirements that address the transportation of chemical munitions or wastes derived from them. However, in the case of PCAPP, Pueblo County land use regulations at Title 17, Chapter 176, Section 050, require that the risk of accidents occurring during the transportation of any wastes to, from, or at the prosposed site. .. be considered when proposing to locate, construct, operate, or close a hazardous waste processing site. ... [Pg.56]

Consider, as an example, the logic of a policy decision to build and locate an electric generating plant or oil refinery. Economic considerations such as the availability of ample and inexpensive land, and social considerations such as zoning regulations and political influence, would play a major role m such a decision. In practice, this makes it more likely that plants and refineries, as well as waste sites and other locally undesirable land uses, will be located in poorer communities whose population is often largely people of color. [Pg.489]

The new Polish Waste Act (issued May 2001) strictly regulates sludge application. The disposal of sludge to the land used for vegetable cultivation as well as to pastures and meadows is prohibited, what minimizes the possibility for persistent chemicals to enter the food chain. [Pg.212]

Deposited by countless private citizens, moreover, lawn care toxins have also proven far more difficult to measure and far more resistant to traditional techniques of pollution control. The political momentum for water quality regulation lags far behind this changing land-use reality. The shift in the last few years to decentralized decision-making that allowed for the implementation of the Clean Water Act, for example, has not come to terms with this change. In this case, the Clean Water Act mandates the creation of total maximum daily load (TMDL) criteria, standards for cleaning up nonpoint sources such as farms, suburban developments, and other nonindustrial sites. These standards are drawn up by water quality management committees. [Pg.70]

The robustness of a quality standard can be increased considerably by accounting for the bioavailability of the substance in an approach that is more accurate than use of added risk. The validation and implementation of international standards for such approaches is desirable. Bioavailable concentrations are influenced by the physical and chemical properties of a substance, soil characteristics, weather, and land use. Further efforts are necessary to gain understanding of the main regulating processes of availability and bioavailability to improve the prediction of risks for substances in soil and to derive more accurate SQS. [Pg.131]
