Justice General

Almost every modem spectroscopic approach can be used to study matter at high pressures. Early experiments include NMR [ ], ESR [ ] vibrational infrared [33] and Raman [ ] electronic absorption, reflection and emission [23, 24 and 25, 70] x-ray absorption [Tf] and scattering [72], Mossbauer [73] and gems analysis of products recovered from high-pressure photochemical reactions [74]. The literature contains too many studies to do justice to these fields by describing particular examples in detail, and only some general mles, appropriate to many situations, are given. 

This is a large field, and since it is impossible to do justice to all but a small portion of it, we start with a general outline of... 

As always, because of space limitations, only meso- and macrocycles possessing heteroatoms and/or subheterocyclic rings have been reviewed in general, lactones, lactams, and cyclic imides have been excluded. In view of the delayed availability of some articles appearing in previous years, several have been incorporated, where appropriate. No general rule can cover all cases because if a rule is set forth, the means of evading it are built in. As good a rule as any is the balance of equities—i.e., can each party truly say that if he were on the other side, he would feel justice had been done One of our eminent Justices once said that he had trouble defining pornography, but he could certainly recognize it. Perhaps ethics in trade secrets fit the same class.

To add to the legal turmoil, in May 2001 U.S. attorney general John Ashcroft announced that the Justice Department would essentially adopt the individual rights approach to the Second Amendment, while at the same time saying that it would not challenge any existing federal gun laws. 

May 17 In a letter to NRA chief lobbyist James Jay Baker, U.S. Attorney General John Ashcroft announces a radical shift in Justice Department policy in which it will accept the individual rights theory of the Second Amendment. However, subsequent statements imply that the Justice Department will not seek to overturn any existing federal firearms laws on Second Amendment grounds.
