Understandably, many uncertainties beset the occupation. Allied objectives in relation to the chemical industry were twofold- to enforce chemical disarmament and to extract technological know-how . These objectives, in turn, had a double rationale - to reduce and if possible eliminate a potential source of military aggression, and to help Allied industry compete in international markets. France and Britain, in particular, were determined to secure a victory in the Factory that had eluded them on the Front. However, the Allies had conflicting visions of what victory meant.
